Only list the hosts in the same availability zone when managing hosts within host aggregate

Because a host can not be associated with more than one availability zone, this blueprint suggests that given a host aggregate X is belonged to the availability zone AZ1, "the available hosts" should not display the hosts which are already associated with other availability zone, e.g., AZ2, when managing hosts within host aggregate.
