Move volume type defaults to Volumes panel and make them editable
Currently users can create new volume types in "volumes" tab.
Users can see default values for new volume types in "defaults" tab, but are unable to edit the default values.
We propose that new volume types management should happen in the "volumes" tab. This entails the following:
1. Users should be able to see the default values of each new volume type they created.
2. Users should be able to edit the default values by clicking on the cell.
Columns of the "Volume Types" table should include:
1. Name - name of the volume type
2. Snapshots - default snapshots limit for this volume type
3. Gigabytes - default gigabytes limit for this volume type
5. Volumes - default volumes limit for this volume type
5. Action - delete volume type

I'd like to see this blueprint implemented, due to the fact that managing volume type quotas where glabal quota is being set is not ideal (the list is already long and each volume type adds a few more quota fields making the list even more difficult to navigate).
IMO, Similar to how project quotas can be set in Admin > Projects panel where all projects are listed, volume type quotas should be set in Admin > Volumes where all volume types are listed.
