Add ability for admin to manage image custom properties

Currently in horizon an admin does not have the ability to manage image custom properties. Some of these properties are displayed on the image details panel but they cannot be edited in any way. This blueprint would add the ability for an admin to add, update, and delete image custom properties.

This blueprint will also provide a way for certain custom properties to be hidden from the Image Custom Properties table. This is a nice to have feature since there may be some cases where the custom property is quite complex and should not be managed from this panel. Very large and complex properties also do not lend themselves well to being displayed in a table.
