Add knobs to support MAC learning API extension

Some of the Neutron plugins, such as NVP (https://blueprints.launchpad.net/neutron/+spec/nvp-mac-learning-extension), implement the MAC learning API extension. Add a way for users to set the MAC learning state of a port on/off and to view the current state, when the MAC learning extension is supported.
