Provide the ability for users to manage Identity Providers (IdPs). This would require keystone v3.0+ of the Identity API.
Motivation

User wants to use keystone federation, and have to setup the identity provider. An Identity Provider is a third party service that is trusted by the Identity API to authenticate identities.
