Add ipmi meters from ceilometer to Horizon to monitor ipmi information

The IPMI meters have been already implemented in Ceilometer in Juno Release. An easy way to utilize the feature is to monitor the information in Horizon side directly. User "admin" can use the “Admin” dashboard -> “System” Panel Group -> “Resource Usage” Panel to show the “Resources Usage Overview”. We may add IPMI meters there and get the metered information. The target milestone is Kilo.
