Horizon Themes should support Template Overrides

Horizon Themes currently support overriding SCSS styles, however there are many instances where one would like to change the look AND feel of a page that will require some markup modification. There should be an easy to use method that will allow a Horizon Customizer to package up highly customized templates within a Theme.
