HTML5 design for Horizon mobile applications

In order to develop a mobile application for Horizon we have to perform and test mobile design. Currently Horizon is a desktop application and we need dedicated templates for low res devices.

Designs must shown tables, informations display and navigation at least. I recommend to develop on a dedicated server which will allow to test directly on a mobile device, and javascript can be perform (it avoids a lot of explanations).

Bootstrap v3 integration is currently stuck, I will ask a core developer for its recommendations in terms of css frameworks

I think a mobile version should offer a different experience from the desktop version (it is NOT about adapting the current UI for very small screen). Thus, we should determine what the mobile use cases are. Here are some suggestions:

- "Emergency use case", I am in transit, the internet connection is bad and I need to quickly:
    * Hard reboot an crashed instance
    * Terminate one or several instances (my auto-scaling script just goes crazy)

- "Monitoring use case":
    * List all my instances and check their status
    * Check my resources usage

IMO forms like "launch instance" should be addressed after having successfully solved primary mobile use cases.
