New backend for Memcache

Horizon uses memcached servers for caching and it connects to all of them directly. So if one of them is not responding, it may lead to delays in Horizon operations. To reduce the delay time, we need to create new backend with a new attributes

you could use django_redis for this, no code change in horizon needed.
