New panel to display metric graphs in Horizon using Gnocchi data

A new panel to be added to the Horizon dashboard which displays graphs for metrics: CPU usage, Memory usage, number of transactions, disk read/write rate, with the data being pulled from Gnocchi using the API.
Each graph will be available for each running instance with the options to display last hour, last 6 hours, last 24 hours, last week, last month of data.
