Enable\Disable subsystems in Horizon

Enable the user to define which openstack subsystems he would like to see in horizon, for example, if a small openstack deployment does not include cinder, horizon will throw an exception, or a user might want to provision only his\her network using quantum and he\she would like to use horizon
