Horizon should drop custom styles in favor of vanilla Bootstrap

In order to reduce maintenance needed on the SCSS, we should just drop the custom styles associated with the 'default' theme and use vanilla Bootstrap. This will also allow easier customization downstream. We should keep a custom variable file, but limit overrides to the scope of a variable change.
