Horizon support for Heat template versions and template functions.
Motivation
==========
Heat provides user with a possibility to get a list of available template versions and to check functions for a specific template version. Horizon should do the same.
Description
=========
First step: integrate the corresponding Heat API to Horizon.
Second step: create a separate panel for template versions and functions.
UX
===
The new panel "Template Versions" should be created under "Orchestration".
Testing
======
Should be covered both with API tests and unit tests.
