Add encrypted Live Migration configuration in Horizon
The goal of this Blueprint is to allow users to configure *encrypted* Live Migration (using libvirt tunneling) thru Horizon.
Currently, such functionality can only be accessed through manual configuration of libvirtd, as described in OpenStack Security Guide:

The proposal is then to add a new check-box in the Live-Migration Horizon form for setting that the live migration is required to be executed using encrypted libvirt tunneling. This option will only be available if “block migration” is not selected.
Note: a related Blueprint is also being submitted in Nova for exposing Encrypted live-migration thru Nova API.
