OpenStack Dashboard (Horizon)

Admin access to download images directly from Horizon

It would be beneficial to add an image download option from Horizon's images table (admin permissions), currently image download is only possible via CLI.

Under Image table, select an image click on "More", today our only option is Delete Image, I'd add a Download Image option as well.
