In addition to https://blueprints.launchpad.net/horizon/+spec/cert-download we need to expose ec2 credentials to clouds that have the ec2 interop layer enabled.

To support this we need to:

* know if the cloud has ec2 api enabled & what the api endpoint is (use service catalog)
* be able to generate ec2 access/secret for a user/tenant in keystone

Then we can build UI to expose the credential download
