Set/Use domain context on keystone panels

Add the ability in the admin dashboard to set a domain context -- a working domain. This context would then limit the information shown on other related keystone panels to be limited to items in the domain context. Unsetting the domain context will provide existing behavior of exhaustively listing results. Will apply to Users, Projects and Groups.
