Define flavor for each project

The project-specific flavors API described in https://blueprints.launchpad.net/nova/+spec/project-specific-flavors has been implemented in Nova as of late-Folsom. We can now take advantage of that API capability to provide flavor management in the Project dashboard, and admin-level cross-project management in the System dashboard.
