Create and Manage Security Groups through Dashboard

For most real-world deployments, it will be necessary to allow users the ability to manage security groups. This is especially true with the current nova implementation, which denies all instance traffic by default. This blueprint proposes adding the ability to create, list, modify, and delete security groups to the dashboard. It also proposes adding the ability to display security groups for instances, as well as the ability to launch instances in security groups.
