Change Create Image form into a workflow
This blueprint would change the Create Image form into a workflow similar to other workflows with multiple tabs such as Launch Instance. The motivation behind this change is that there are additional properties that could be supported when creating an image and the addition of more fields on the Create Image form will start to make it very large. It makes sense to break it up into tabs. This change would be a dependency for adding the additional fields.

Add "Create Image" button for new image workflow with feature flag
[jpomeroy 2015-08-06] The intention of this workflow was to update the old (non-angular) Create Image page to use a workflow so it could more easily be extended. With this now moving to angular and the work underway to make the angular code extendable, this is obsolete.
