Enable resetting the state of a snapshot

See https://blueprints.launchpad.net/horizon/+spec/cinder-reset-volume-state for resetting a volume state. For similar reasons, an administrator may need to reset the state of a snapshot.

This functionality should be exposed in the administrator dashboard, but not the project dashboard.

This functionality is currently available only through the CLI command:
# cinder snapshot-reset-state --state available <snapshot-id>

Currently the Volumes panel of the Admin dashboard doesn't have any area that displays Volume Snapshots. In order to provide the ability to reset the state of snapshots, we need a new tab to house the Snapshot table, in the same fashion as the Volumes panel of the Project dashboard. The Snapshot table would contain the following columns: Project, Host, Name, Size, Status, Volume Name, Actions. The Actions column would contain "Delete Volume Snapshot" and "Set Status"
