Clean Up Horizon App separation from OpenStack Dashboard Project

Horizon is a framework for building dashboards (and a Django app). It should be completely agnostic to what project is built on top of it.
By comparison, OpenStack Dashboard should contain 100% o the OpenStack Dashboard-related code.
The main piece that needs to be moved is the entire "dashboards" directory in the Horizon module.
