Clean up horizon.api and associated tests

There are numerous wrapper classes for underlying data models which have been agreed to be useless obfuscations and unnecessary code clutter which is a pain to maintain. Additionally, the APITestCase unit tests largely only test that mox returns what you tell it to, and cannot be useful without live endpoints for integration testing. As such, and of them that don't test actual logic in horizon should be removed.
