Angularize projects table in horizon

It suggest the projects table should sort the projects with names, but if not matter sort the projects list in the horizon or horizon keystone, it will introduce the paging issue. The reason about the paging issue is because we are using projects id as the page marker, and every time set the table last project ID as the next page marker. Keep the marker as the keystone return is hard, so my thinking is using the js to sort the project table based on name after the table render by django. However, this solution is not a good sulotion, so I want to submit a blueprint here to angularize projects table as we did for image and instance, in this way it will easy to sort the projects in the js.
