Domain CRUD in Admin Dashboard
Keystone V3 introduces the concept of Domain as a high-level container for projects, users and groups.
The feature should be manageable in Admin Dashboard. Additionally, there should be a way to associate project, user and groups to Domain through role assignment.

When the user is created, the Domain it is scope to should be selected first then the list of projects from that Domain will populate the list of available project that can be set as default project.
The project and user relation association should also be updated that it works within the scope of the Domain. For example: depending on the project, the list of available users that can be added should only be within the same domain.
