Add a Container Only Management Panel to Object Storage

The current object stroage interface is ill-suited to for the most likely use case for object storage: backing an application. The interface should allow for CRUD and Metadata operations against Containers only, no object level actions. Additionally, it needs to be architected in such a way as to handle very large container count scenarios.
