Auto Update Plugin

A plugin for Auto-updating the bot. it will check once a day for new code in the stable branch and if it will find anything it will use bzr to download the code, will send a message to the channel that Hoborg is going down for updating and than startup again with the new code. it is important that the bot will know to enable all the plugins that was enabled in the last version. if the bot uses 3rd party plugins it should wait for admin approve before updating.
