Provide hook points for in-instance tools to influence update progress

If heat is about to replace/resize/rebuild a server, it would be useful to be able to provide a more graceful way to inform the server than the virtual power button on the server when the delete comes. This will allow servers to evacuate or migrate work loads, or provide a response to inform Heat to cancel the action.
