Add support for Tags properties

Several resources, e.g AWS::EC2::Instance show the Tags property in their schema, but we don't really support resource tags atm. There are some patches (probably going into nova during havanna) which should allow us to implement the Tags property of our resources properly.

Note: Tags is full supported on AWS::EC2::Instance, they are passed into nova.boot(metadata=), I am not sure what else is needed here, or does server metadata not work for you?
