OS::Heat::SwiftSignal resource

A OS-native wait condition will allow users to wait for a server's configuration to finish before proceeding with creation of other resources in the stack and optionally pass data from that server to another resource in the stack. This is similar to https://blueprints.launchpad.net/heat/+spec/native-waitcondition, but this implementation will be backed by Swift TempURLs.
