Add a native str_split intrinsic function
From HOT 2014-10-16 we no longer support the AWS compatible Fn::Split intrinsic
function in HOT templates, which means there's no way to split a string into
a list of components by delimiter, so add a native str_split function to HOT which allows users to split strings on delimiters in a similar way.
