Create OS::Heat::StackMemberRemover Resource Type

Such a resource has an attribute that is a webhook (URL) that, when hit, invokes the stack-remove-members operation in the Heat API. All the parameters of that operation are taken from properties of the resource, because a Ceilometer alarm action can not pass any parameters in the HTTP request body.
