A conveninet option to retry stack operation

An option to start a stack operation (create or update) again if the stack fails due to external circumstances. External issues like service unavailability or hardware problems will be fixed by users/operators and stack operation will be retried. Giving this option saves users from specifying the template or parameter + environment again.
