Allow removal of specific ResourceGroup members on update

"elide" required feature for TripleO (see https://review.openstack.org/#/c/123713/), which is currently provided via merge.py, but we want to allow equivalent functionality via heat directly, where a specific victim or victims can be specified when doing a stack update, e.g to exclude known-bad resources from the group
