Support Neutron Routed Networks Feature

As a start neutron is providing support for multi-segment networks[1] by making Segment as a first-class object in Neutron that a subnet and port can be associated with.

(therve) It's worth noting that client support for segments has been implement in python-openstacksdk. This is a new interface that we don't use anywhere for now.
