Native Tools - Metadata access

We need tools to provide direct access to "Metadata" from stacks in order to give in-instance configuration tools access to orchestration-
In CloudFormation this is handled by 'cfn-hup' and 'cfn-get-metadata'.

Note that o-c-c uses the CloudFormation API. It can be enhanced later to use native Heat API's if there is a need for that.
