Need to expose stack limits via an API

We should expose the various absolute limits via an API like nova does, e.g max template size, max resources per stack, max stacks per tenant, max nested stack depth etc.

(kong) hi, shardy, I have a question for this blueprint. What's the difference between absolute-limit and quota? As I know that, actually, the implementations of them in Nova are the same. Now, we already have the blueprint:https://blueprints.launchpad.net/heat/+spec/add-quota-api-for-heat working in progress, do we really need another same implementation? Sorry if I miss something here.
