Define internal resource API for out-of-tree resources

A subset of heat's internal library API needs to be identified and defined as appropriate for out-of-tree resource types to use.
This will enable third-parties to write out-of-tree resources with some certainty of API stability. It will also enable existing in-tree resources to be split out into their own repositories.
