Integrate with nova baremetal for dedicated Tenancy property

The AWS::EC2::Instance resource does not currently implement the Tenancy property, which in AWS allows you to specify "dedicated" which maps to a bare-metal instance.

Investigation required into nova bare-metal features, to evaluate if/when it's ready for us to integrate with, if this is working in nova then it would be good to add this feature to allow bare-metal instance provisioning via heat.

sbaker: This blueprint possibly isn't required in its current state. TripleO is using heat today to provision on baremetal, and OS::Nova::Server exposes whatever is available in the nova server create API.
