Enable Manage-Service feature to provide IN_PROGRESS stack for a heat-engine and vice-versa

In convergence mode, a given stack is being handled by one or more heat-engines and vice-versa (in non-convergence mode as well). So as a cloud admin, I would like to Get in-progress stacks being handled by a given heat-engine or list of heat-engines being handling the given stack, which are in progress.
service-stack --stack <stack_id> OR --engine <engine_id>
