Add --all-tenants in python heat client

As a cloud operator, sometimes we need to find failed stacks and having the "--all-tenants" to "heat stack-list" would empower us a lot.

- already support to get all tenants stacks using: heat stack-list -g(or --global-tenant)
- I think it should be standard like all other nova tools... and backported to icehouse
