Create a new repository for heat-cfn, heat-boto, heat-watch

Currently heat-cfn client code is intermingled into the main heat server codebase. Since heat-cfn is a client (which is increasingly being considered legacy) it should exist in its own repository with its own releases.
heat-boto and heat-watch can also belong in this repository.
