Implement HealthCheckType in Autoscaling group

AWS::AutoScaling::AutoScalingGroup has a field, 'HealthCheckType' which can be one of 'EC2' or 'ELB'. This should be implemented as a nested stack that automatically sets up alarms and Restarters for the instances.
