Enhance Heat Orchestration Over Glance Metadata

When managing OS::Glance::Images, Heat supports the application of optional metadata. This blueprint would enhance the metadata that can be added to the full offerings of Glance, as well as user-defined properties. These additional tags would allow for more fine-grained control of images at the orchestration layer.
