Flag to enable observing reality

Once we start working on observer, we need a flag in config to enable the observer. Initially, this flag will be used while testing the observer/get_reality and when things are stable we should set it by default. (just like enable_convergence flag)

When this flag is set, heat will collect the resource properties from reality (observe) and update the resource.
