Ensure stack provisioning load is evenly distributed in heat engines

heat engines are usually configured to run with multiple workers or multiple engines on multiple hosts with active/active HA. For horizontal scalability, deployments are configured where heat engines/workers come-up and go automatically. The load should be evenly shared among them. Also, when a engine or worker fails, the tasks from failed engine should be evenly distributed.
