Binding Heat engine for serving particular tenants or users or stacks

Enable cloud administrators to bind stack requests to particular Heat engine, so that the request can be served only by that Heat engine. Clould administrator shall be able to configure Heat engine(s) to be dedicated to serve users from a project or specify the users or a particular pattern in stack names.
