AWS::ElasticLoadBalancing::LoadBalancer + Neutron LBAAS

AWS::ElasticLoadBalancing::LoadBalancer creates its own heat managed haproxy vm. There is another blueprint that allows configurable templates for AWS::ElasticLoadBalancing::LoadBalancer but it still seems to assume its managing a vm.

There needs to be a way to set AWS::ElasticLoadBalancing::LoadBalancer to simply use Neutron LBAAS.
