New plugin to map a resource to a Docker container

Implement a plugin that enables using Docker containers as resources in a Heat template.

The current code is hosted on https://github.com/dotcloud/openstack-heat-docker. The goal is to contribute the plugin code in contrib.

(stevebaker) Should this approach be pursued, or should we wait until there is a container API to create a resource for?

(samalba) I think we definitely should for 2 reasons: First the container API won't be ready in the next future. Second this docker plugin is an alternative and lighter approach to use Docker in OpenStack. Make Docker containers directly available as resources is super powerful and should be done no matter what happens on the Nova side. It's does not overlap.
