Define checks for resources in template

Now we define the checks of resources hard-corded, such as for nova server resource:
checks = [{'attr': 'status', 'expected': 'ACTIVE', 'current': status}]
Will be good to define the checks of resources in template, and then user can dynamic specify the attributes which needs to be checked
